Definition and Difference

SOPs differ from Measurement Operations Manuals. While Measurement Operations Manuals offer general guidance and vendor qualifications, SOPs provide detailed, executable steps that measurement technicians and third parties can follow in the field. SOPs ensure consistency and accuracy in operations by standardizing procedures. Moreover, they help in maintaining compliance with regulatory standards and improving overall efficiency.

Where this comes from

This traces back to FERC 636, which deregulated pipelines and required precise custody transfer measurement. This accuracy was further emphasized by the Sarbanes-Oxley Act, which mandates transparency and accountability in financial transactions, including oil and gas measurements. Both FERC 636 and Sarbanes-Oxley Act reshaped industry practices, necessitating meticulous measurement standards to ensure fair and accurate trade in the oil and gas sector. These regulatory frameworks underscore the critical role of SOPs in maintaining compliance and integrity across the industry.

Key Components of Effective SOPs

  • Scope and Applicability: SOPs must clearly define their scope and the standards they adhere to, such as GPA 2166 or API 14A. Additionally, they should specify the applicability of these standards to different aspects of measurement operations, including custody transfer, allocation, and quality assurance procedures. By outlining these parameters, SOPs ensure that technicians and third parties understand the precise requirements for each task and can execute them effectively.
